The City of Heroes massively multiplayer online role playing game Issue 16 Power Spectrum has started open beta testing. Players can login to the Training Room to play Issue 16 Power Spectrum. This expansion allows you to control more of what your powers look like and select themes and colors of powers and effects. A new character creator and tailor screen are available and allow you to preview animations. Check out the below high defintion video.
